Union and Onion

Of Government or human;
A union is like an onion.

Its shape round about;
Thick with thin layers;
Angry red; peace white;
Price? Piece of papers.

Every one likes to eat it;
No one likes its smell;
Every one likes to use it;
Repels if asked to smell.

If you gain from union,
Like you eat the onion,
Shout: it is very useful;
If failed: its big burden.
